New WTC Towers Rise Amid Doubts

The death of Osama bin Laden has removed the biggest uncertainty remaining from the Sept. 11, 2001, terrorist attack that toppled the World Trade Center.

But as the redevelopment of the new World Trade Center gains traction after years of delays, another uncertainty remains: whether some 11 million square feet of office space that served as one of the city's business centers will ever be fully replaced.

Two towers at the site—1 World Trade Center and 4 World Trade Center—are rising at about a floor per week. But the completion dates for two other planned towers are undetermined.
